Problems of New Rural Cooperative Medicine System and the solution measures

Served as the current rural medical security system, the New Rural Cooperative Medical System is characterized with uneven three-layer structure, namely "the strong cooperative medicine scheme, the limited medical aid and the most limited health care prevention". Through analysis on its pitfalls, the paper concludes that it barely satisfies rural residences’ need for basic medical service and that only setting up a multilayer rural medical security system can overcome the existing pitfalls.
